Saturnin is a block cipher and a suite of modes (authenticated encryption, authenticated encryption with associated data, hashing) designed to achieve robustness, lightness, and post-quantum security.
The design is one of the candidates of the NIST standardization process for lightweight cryptography, now in the second round. It has also been published in a special issue of Transactions on Symmetric Cryptology (ToSC) and presented at the FSE 2020 conference (the video of the presentation is available).
The specification is available here and the package (specification and various implementations) here. The ToSC publication can be accessed here. In addition, the second-round update of the specification can be found here.
